On March 20, 2024, the journalist Paul Schreyer will be presenting his Multipolar magazine interested people can download two sets of documents free of charge. These are released RKI protocols, starting from January 14, 2020 up to and including April 30, 2021 [1]. That's a whopping 2518 printed pages in total. The protocols are laid out in tabular form and many passages, sometimes entire pages, have been blacked out by the RKI. The legal reasons for these redactions can be found in a second pdf [2]. On no less than 1059 pages, the government agency's legal counsel, the Raue law firm, provides the legal justifications for each individual redaction. Since March 20, private investigators, alternative media and now also the mainstream have been digging through the visible parts of the protocols. Screenshots are being taken and discussed on social media. Many people are shocked.
What does it say?
"FFP2 masks are an occupational health and safety measure (...) there is no evidence for the use of FFP2 masks outside of occupational health and safety."
Does it really say that? Yes, it really says that on October 30, 2020. Obviously, the RKI knew that masks have no medical benefit for the population, but still recommended mandatory masks in its external communication. Obviously, the mask served exclusively as an instrument of fear, a sign of obedience and a reminder that the pandemic is not yet over. This is just one of many shocking examples in the protocol pamphlet. It is just one example of how the RKI knew and said something different in its internal communication than it disseminated in its public communication. It was a lie.
What does it not say?
What is often more exciting and shocking is what is not in the minutes. The topic of school closures comes to mind here. After all, it is a topic on which all the supporters and decision-makers at the time are now remorseful. If you use the search function, the word "school closures" appears 64 times in the RKI minutes. The RKI discussants, most of whom were unnamed, repeatedly talked about school closures on the basis of models, studies and theories. The RKI discussed the extent to which pupils and children are or could be drivers of the pandemic. The school as a possible hotspot, the child as a carrier of viruses and potential disease spreader - an approach in the spirit of state comedian Jan Böhmermann, who compared children to rats. The psychosocial consequences of school closures for millions of children were not just trivialized. It was worse. The collateral damage to an entire generation of young people lamented by all politicians today was not even up for discussion in the tunnel vision of fighting the virus. And despite this tunnel vision, the RKI came to the conclusion on December 9, 2020 "Schools are not the means to contain the pandemic (...)". Politicians ignored the recommendation. It was the time of the second lockdown.
The black box
If you put aside this emotional shock with a little distance, you can take a sober look at the RKI protocols. The locked drawers are usually the drawers that contain the most exciting things. Let's go to the blacked-out area, to the RKI black box! Many passages, sometimes entire pages, have been blacked out. Why? These are "Protected official consultation processes". Raue, the law firm representing the RKI, uses these and similar formulations to justify the obliteration of passages. Names, room numbers, entire ministries were blacked out. What was said, who said it, where and at whose instigation it was said was blacked out. Is the Ministry of Health, the Federal Chancellery or a completely different authority speaking here? The questions remain unanswered in the closed black box of the RKI. According to the Raue law firm, this is about protected rights. Exaggerated and cynically formulated: Approximately 20 people who decide on the fundamental and personal rights of over 80 million people every day place great value on their own fundamental and personal rights. And yet there is a common thread. The black box is usually in the area of "communication". Communication is another word for public relations. It is the area of the question "How do we sell our decisions to the public?". Propaganda. Health Minister Karl Lauterbach and other decision-makers are now claiming that it was primarily names that were blacked out. Anyone who goes to the source will realize that this is a lie. Unless the RKI protocols are a telephone directory.
Reaction of the leading media
And so to the press, to the reaction of the major leading media to the revelations of the Multipolar portal. There was none at first. Silence, especially from the public broadcasters. There was no reaction for a long time until late on Saturday evening, March 23, when Britta Spiekermann from ZDF-Hauptstadtstudio came forward with the publication of an article. This is no coincidence either. Ms. Spiekermann is the courageous journalist who, in October 2022, was the only unmasked person in the hall of the Federal Press Conference to question Lauterbach's Oscar-worthy appearance with Spiegel columnist Margarete Stokowski [3]. Pandora's box was opened and the topic could no longer be kept quiet. The following day, what was to be feared happened. Spiekermann's originally fair and pleasantly factual ZDF article was edited and watered down. Spiegel, t-online and other media jumped on the bandwagon and reported on the exposed protocols, not forgetting to apply the usual defamatory labels to Paul Schreyer and his magazine Multipolar [4]. The tried and tested stylistic device is "Destroy the reputation of the messenger, then people won't listen to his message!"
Backsight error?
That was the state of science at the time. We simply didn't know any better. We were dealing with backsight errors.
You read sentences like this again and again. They are wrong. The warning voices that were right were always there, in real time. The voices were ignored and when that no longer worked, they were silenced. Regarding the ineffectiveness to harmfulness of the masks, which was also determined by the RKI, we refer to articles by the Club of Clear Words from 2020 [5, 6, 7]. These are not political backsliding errors, it was political real-time blindness. There is much to suggest that this policy of blindness was not due to stupidity but was purely intentional. Keyword fear mongering! Keyword "How we get Covid-19 under control". The strategy paper was leaked in March 2020. Many portals, including the Club der klaren Worte, uploaded it and reported on it [8, 9]. This paper is not redacted. One of the authors, the sociologist Heinz Bude, has now shamelessly admitted to it: "We said we had to find a model to create a willingness to follow up." [10] Willingness to follow, alias obedience, is achieved through fear! It was always about creating fear. This obedience was and still is sold as solidarity.
Who is Mr. X?
Everything revolves around this question. Which person decided to change the risk assessment from moderate to high in March 2020? Was it a simple employee of the RKI, its head Lothar Wieler, was it Jens Spahn or Angela Merkel? All lockdowns and restrictions on fundamental rights were based on the upgrade. Courts have invoked and continue to invoke the RKI's presumed scientific expertise to this day. Who is Mister or Miss X? Was it a politician or a scientist who decided to scale up the danger level? Decide for yourself which answer seems more conclusive to you, because the explosive nature of the question could not be greater. If it turns out to have been an external political actor, that would translate as:
The measures did not follow the science. The science followed the measures. The RKI's only task was to provide arguments that gave the desired restrictions on fundamental rights a scientific veneer.
The answer to the question is in the blacked-out area. It is in the black box of the RKI protocols. Perhaps. There have been incidents in which the black box, in which two flight recorders were never found.

It's actually been known for a while, but since I haven't read anything about it here: The question "Was it a politician or a scientist..." is basically answered, since the so-called upscaling - as a consequence of a changed epidemiological situation, for example - would almost certainly have had to have been accompanied by new meetings, which would also have been minuted. Fr. Schreyer apparently tried to obtain the handing over of such minutes in court, the existence of which he probably assumed. These should then have documented why the risk assessment was changed from "moderate" to "high" (from 16.03. to 17.03.20).
The RKI lawyers responded by stating that there was no such thing (protocols): "What the defendant (RKI) does not have, it cannot hand over." In this respect, the "scaling up" obviously took place without technical discussions and on demand, which could reasonably only have come from politics ...

Why doesn't anyone remember? At the time, e-mails were intercepted from Federal Minister of the Interior Seehofer, in which he called on the RKI, PEI and Leopoldina to produce "scientific" reports justifying "repressive measures" against the population! As a result, 5 scientists angrily left the Leopoldina because this is not scientific work and they did not want to give themselves up for something like this. Seehofer was able to simply "sit out" this mess without resigning.
One of my mentors asked me in the summer of 2020 what I thought of the whole thing? We were sitting in the garden of his beautiful villa right on a lake in Holstein. He is one of the few people who can kayak to work. I said we were witnessing an unprecedented crime. He didn't understand and our once close relationship dissolved. He got vaccinated against corona what do I know how many times, I don't even know how he's doing - what a shame. This extraordinary doctor let himself be frightened and left his great scientific expertise behind. He was not alone in this. In my opinion, the conditions for the Infectious Diseases Protection Act to take effect were never met at the time and everything that followed was therefore illegal. Regardless of who gave the order to break the law, Jens Spahn was jointly or solely responsible as Minister of Health. Without his involvement, this breach of the law could not have happened without further ado. He will have to take responsibility for this. Many see these offenses as crimes against humanity that are not time-barred. Jens Spahn still has a statistical life expectancy of around forty years, during which he cannot be sure that the justice system will not turn up at his door. I hope this slows down the froth of future actors who are on a similar path.
